Colorado Becomes Latest to Back Ban on Solitary Confinement of Mentally Ill

Colorado Gov. John Hickenlooper on Friday signed legislation barring the state from placing inmates with serious mental illness in long-term solitary confinement, except under "exigent circumstances."
