County Attorney charged with sex crimes

Cook County Attorney Timothy Scannell made his first appearance in court Thursday on two counts of criminal sexual conduct in the fourth-degree, a felony. The two-count indictment was returned by a St. Louis County grand jury last week.

Special prosecutor Thomas Heffelfinger, a former U.S. Attorney, will prosecute the case. Heffelfinger said the specific violation under the statute has several components. First, the violation requires sexual contact with the “intimate parts” of someone who is 16-years-old or older but younger than 18. The defendant must be more than 48 months older than the alleged victim and must be in a position of authority over the victim. Scannell was charged with one count each for separate occurrences on different days.

Scannell was released on his own recognizance under a few conditions. He must not leave Minnesota without notifying the court first and he must not have any contact with the alleged victim or any witnesses.

Scannell first made headlines in 2011 when he was shot at a courthouse by Daniel Schlienz, a man he had prosecuted for engaging in sexual activity with a teenager. Scannell later claimed that he was himself in love with a teenager. Her parents successfully sought a restraining order against him.

Scannell’s next court appearance is scheduled for Nov. 12.
